luck works the same way. some things only scale with 20-30% of your luck value others scale with more.
Then it's lacking information. There is no point in having cooldown reduction, when 50% = 5%
It actually did work. a 50% reduction did decrease the cooldown from 30 to 15 seconds.
Now a ~7x% cd reduction does decrease the cooldown from a 30sec spell to around ~27sec.
How it works? If there is even math behind it? Idk, all I know is that it's worthless and probably bugged.
% Bonuses of chances to blessings (all of them: adept, expert, master, legend, new, lvl-up and rarity-up) are bonuses of weight. + 80% chance won't give you over 80% chance for it to happen.
I think the calculation is the weight of all 3 (new, lvl-up and rarity-up) added and calculate how much % each of these individual weights represents from the total weight. It's impossible for any of them to reach 100% since each one of them has a default minimum weight.
