Use banishes or items with +blessing lvl up affix to avoid seeing her bad options.
I find the utility in great wall or vortex to be better.
I have a 330% dash damage build with Merris that abuses Summer's dashes. Just get Krom for Rampage (dash damage increase), as well as a chance for his Legend blessing that gives +222% damage.
On an average run I would be doing ~75k damage per dash. With Krom's Legend blessing I was doing ~150k per dash.
her attack has a high damage modifier making it ideal for builds that synergize with high attack.
her counter has a decent aoe, making it the best counter for mobs.
her attack speed buff synergizes with any build that is strike dependent
summon is decent and meteor + fire summons = crowd control
that's all i can think of off the top of my head but i'm sure i'm leaving something out. i'll use her any time she offers me a master blessing, which isn't necessarily true for mort, war or time.

in act 2 patch devs gave summer some more stuff ( like atk speed; also burning was buffed ) but i still consider her to be mid-low tier.
im mostly playing D100 ( and mostly failing XD) so dont take my word too seriously.
for me she is just not as important as Justice and Ninh
