Report a translation problem
- just random gear with completely useless stats - like the belt you got -, added to the pool, with only one purpose: to extend the pool of available gear, so you have less chances of getting good gear. For example, if the belt that you got would not exist in the game, you would've had a chance of getting another unique epic belt that is actually good. But because the one that you got exists, the RNG decided on it instead of another one. It's just an artificial way of increasing the odds.
- maybe in combination with other pieces of gear, it can actually be very good. I have in my inventory a common white weapon ,I think, that gives something like 300% attack damage if all the other pieces of gear are also white common. It's something like this, I'd have to check. But you get the idea.
Either way, I would not sell it or discard it. Just keep in in your chest and maybe it will be useful later.
Definitely has joke uniques, and ones intended as jokes that can be surprisingly useful in specific set-ups.
