My basic specs: Win 11, I9 13K, 32gb ram, SSD, 3080ti. So, unless your machine is way under powered, it is probably not your computer. The game did not use to do this, but after an update a while back, I would get what you described. Turning off V sync helped the most, along with turning off damage numbers.
This is a 2D pixel game. The power of your latest 3D graphics card does very little. I have a 10+ yr. old computer and never run into these sorts of problems.
The game may not be optimized for higher resolutions. I would try turning border-less window mode off, and running the game in 1080p. (Running at any higher resolution than this makes no difference in visual quality for such a pixelated game.)
Also, Windows often comes with some gaming "features" turned on such as auto record. The higher your resolution the more memory is required to record and write to drive. If there is some 2D related bug in your drivers, or an optimization problem with the game attempting to record will exacerbate the problem. See if you can turn recording off.
For the record, I am running the game on a 1060 with an i5 at 144 Hz. with Vsync on. This game doesn't take a lot of horsepower.
