What does "luck" affect?

Higher proc, yes. Doesn't affect rarity or drops. You can open your char menu (B by default) and hover over any stat to see what it does.

Yes you need 400% or more luck stat for the shrine to show up. It has 3 options depending on the option you pick is what will spawn with a elite of the same type and it drops the fishing pole.

I have a fishing pole next to Nixi that I can't interact with, I'm assuming that's not the same thing

Luck can get pretty OP because any effects you have that you have, for example "10% to summon lightning"... Luck adds % to that, to basically nearly guarantee those effects to occur. Nixi with Luck sign is very strong.
