its not that good, maybe better for ranged attacks
It's hard crowd control that works on bosses; a feared/frozen/stunned enemy is an enemy that can't attack you or escape from you. The forced movement also works with Krom's rupture status and the reduced movement speed (since they retreat at a fixed speed) allows summons to easily swarm over them.
Just tried Nixi running a unique necklace (I think) with a 21% proc chance.
Combined with Krom's Chains and Shuriken plus Mort's Necromancy (all at Master or Legend) it proved rather deadly on Bosses for exactly the reasons you mentioned.
As with a number of things, however, its value is very tightly tied to the blessings/build.
While it's usually nice to have bad things moving AWAY from you, LOL, it's especially potent if the bad things are suffering DoTs while doing so, let alone getting mobbed by various summoned things as well.
I've not got anything like great gear etc, and am yet to kill the Baron with her at any level, that particular combo did prove pretty potent against the larger, single enemies.
Now I need to work on staying alive; I'm not fussy as to whether that's through healing or not getting damaged or a combo, LOL
