The devs desperately need to move some of those blessings over to other gods and focus more on the "justice and retribution" aspect with more of her blessings focusing on revenge against those who hit you and/or evening the odds against bosses.
I kept expecting Krom to receive a heal-on-kill or heal-on-elite kill/boss fight start blessing during the demo days, but he never did. I also expected the "undo a percentage of the damage you just took" blessing to be on Time, since undoing your wounds via time mechanics is canonically something he (They? Unclear since both are used.) does via his (Their?) hourglass. Healing efficiency and regen could easily be moved over to whatever nature god is likely to be added later. Flat armor boosts seem more like a Krom (literally a warrior god) or Winter (ice armor) thing than a justice/equality/fairness thing. And the dash seems more like something the basic attack focused lightning god could offer instead of his current dash that prevents you from using all those basic attack blessings he grants.
So long as the second was also read, then it served its purpose.
Because Lady Justice is one of the last gods to be unlocked (making survival difficult for new players) and she isn't guaranteed to be in your pool of available gods in a given run (hurting everyone and also making a Meteor Kront nearly unplayable).
There's a god having a specialization, and then there's them hoarding everything; Justice has all of the survival blessings aside from raw HP and Evasion buffs offered by the Fates and a luck-based lifesteal rarely offered by Mort (who also might not be in the player's god pool in a run). Many of these blessings don't even fit Justice's theme; I suspect one of the devs really liked her core design and just wanted to slap all the standard survival upgrades on their favorite instead of smartly spreading some of them out to other characters that made more sense for both lore and gameplay.
One upgrades all of your currently owned blessings by one rarity tier; get that past the halfway point of a run and you become effectively unstoppable due to the massive stat buffs you just got across the board.
The other? Whoo boy. Every 28 seconds (baseline), the entire screen gets nuked. Normal enemies? Dead. Elites? Dead. Bosses? Dead. And you can reduce the cooldown. It becomes an idle game.
Yo, devs. What were you smoking/drawing when you designed this character?
To be fair, Dracula's damage output is currently bugged; Justice's one-shot barrier and raw Evasion are the only reliable means of surviving his glitched damage if you get hit a single time by his projectiles.
Oh joy! 2 HP per level up or a 0.5% chance of getting 1 HP on a kill, for a single character! That definitely compares to a guaranteed 2 HP regen per second with total damage immunity every 9 seconds because Justice was in the pool this time!
All legendary's are busted. Justices are actually on the tame side.

Over 350 damage through 60% damage reduction from a single projectile? And the devs admitting they need to check it in another thread? Sure, working as intended.
Him saying he will look into it means nothing. When you start cranking the higher difficulty you get 1 shot by dracula. That is all there is to it.
