I thought it was determined by the degree of the crime in his bio. I bet all people registering an inmate would be high security! hehe
Do I know ingame when a prisoner arrives and it's a players' prisoner?
If there is a prisoner named Batman and his bio describes something with a batmobile, then its problaby a player made prisoner.
Another thing is when looking at the name-in-the-game sheet, ingame, you can special transfer other players and even your own inmates to your prison.
