Forests aren't good to make benefits compared to workshops.
You don't need anything other than getting grants and managing your budget carefully, really. Use the build planner to make sure things are in order and add cells progressively instead of making huge constructions, otherwise you will overspend.
and yes the most important thing i forgot about grants! (i would research whatever allows you to do 3 grants instead of 2 cause it helps)
Also just check the finances, see where most of your money is going and if you can cut anywhere.
