It's not really a workaround but a completely different way to deal with luxuries.
For shops prisoners need money, and if they don't have any they can't buy stuff.
Vending machines will serve everybody and while the transaction of the vending item takes place, the machine checks if the guy also has some cash to grab from him. If so, he pays, else it's free since you will make money from the vending anyway.
If you place various vending machines in a canteen, the prisoners will have way more than 1 needs provider available to settle their needs rather than just 1 shopfront. So with many prisoners to serve, it's the only solution to deal with luxuries properly. A shop is simply insufficient to deal with hundreds of prisoners quickly.
It's only open when someone is working it.
The prisoners who work there can never use it.
Prisoners who work elsewhere are busy working when it's open.
Prisoners who don't work elsewhere don't have the money to use it.
There are 2 methods to deal with it that I can think of.
Either you stagger worktimes of two security classes so that one works while other has free time (you can also stagger all the other things like yard time, eating time, to increase actual daily capacity of rooms) It's sensible, but results in messy clock indicator so I don't like it.
OR you handhold the game through the following: Every couple days is a Shop Day when only Shop works, and all the other rooms don't. You would have to manually uncheck all of them for that one day (and probably turn on the shop). During that day everyone will buy their Luxuries. It's cleaner, but you have to do it EVERY TIME.
Vending machines just make more sense to me.
Sounds sensible.
