So, i'm guessing you want to assign one specific prisoner to one specific cell only? I don't think that's possible. You could try have them as the only supermax prisoner, kind of a waste, but if they're a legendary (or have lots of traits or are hard to deal with) you could make a new supermax wing/cell block for supermax only. Prisoners can't get assigned to certain cells specifically tho. They get reassigned to a new cell if they get put into solitary (for breaking a prison policy that you can set).

So you're actually telling me to build a small wing for prisoners super max security

Build it how you like (However big or small, depends on you). Supermax security will stay in 'supermax only' areas or 'Shared' (Which is any lvl). Just make sure their cell area is set to 'cell' room and meets all the room requirements. You just can't manually set a certain one prisoner to a certain cell for life. I'd suggest you try 'Permanent Lockdown' under punishment if you want to keep a certain prisoner in the same cell for life. They'd get no regime time tho, just lockdown (Permanently stays in their cell). I reckon it's hardcore but it's your prison hahaha. Otherwise, just section off the supermax section from general. Supermax sec gets moved out when - There's not enough 'Supermax Only' cells OR they get solitary confinement time (Moves them to the holding cell). You can also click on the prisoner and right click to move them to a cell and make it their cell. BUT they won't keep it forever. All the cells are pretty much shared in this game, as they move in and out of solitary.

I think the most logical way of dealing with this prisoner you speak of is to build a separate Supermax wing in an entirely separate area from the main prison. Make an area "Staff Only" in between this supermax wing and the general prison to keep him from floating over. Give the supermax wing a small chapel, cellblock. canteen, and a yard. Also, be sure to mark this new wing as "Supermax only" so the general prison population doesn't congregate there.

If you need any screenshots, I would be happy to supply some.

First of all, thanks for the detailed explanation, and about the prisoner and then click the right click on the cell've done a few times, and he was looking for a way out of the cell

That's what I'd suggest too.
