Why you say so?
as long as it doesn't have this toxic pallete and overbright lights pretty much everywhere, unnecessary meme lines to fake the VHS camera screen, random "screen glitches" and at least some actual sci-fi fun to use weapons, it should of be worth playing.
As for the gameplay, it's very much a retexture of Far Cry 3. There's no clever game mechanics or anything, just FC3 regarding weapons, enemies, map and stealth.
Vaporware is not about how something looks to someone or how much fun it will be to play.
It is something that was announced to the public but that might not ever be released, despite years of news about it, etc.
For example, Duke Nukem Forever was in a vaporware state for many years, until it actually made a release.
Since Blood Dragon is very much released though, it can't (by definition) be vaporware.
