I don't know why you would get 30 fps. If you have a 60 hz monitor and turn on v-sync without also turning on tripple buffering, I think it will drop to 30 fps if you cannot maintain at least 60. Maybe v-sync is forced on in the Nvidia OR AMD control panel?
Have you tried setting the game to the lowest video quality settings to see if it goes up?
What GPU and CPU are you running?
That is the only reason I can think of why it would be locked to 30. I don't know what else to try, maybe someone else will be able to help.
With a 960M, I think you should be able to get 50-60 fps at 1920x1080 and medium video quality settings.
