Can you please do that:
- In your Steam Game Library, find the game, right click it and click Properties.
- Click the Local files tab.
- Click the "Browse local files..." button to open up the game folder.
- Run PA.exe
Then game should give you proper error, can you make screenshot of it or just post error text here? Also you have private profile so I can see it. Did PA works before for you or you just bought it and it's never worked?

If it's found please upload log files from here and post download link to this topic, thanks.
I only got the game yesterday, so it hasn't been played yet.
Looks like something weird happen to 64-bit version. Try do that:
1 - Register UberNet account (you'll need it to play anyway):
https://uberent.com/User/RegisterDialog
2 - Link it with your Steam account on this page:
https://uberent.com/user/linksteam
3 - Then go here and try to download game using Uber launcher:

Just want to be sure that your problem is not related to Steam version.
I'm downloading now, could take a while as my internet is a bit slow. I appreciate the help, thank you very much !
Can you try to remove (if found) this directory:
C:\Users\YOUR_WINDOWS_USERNAME\AppData\Local\Uber Entertainment\
And run it again?
