Can you please check this how-to, create DxDiag.txt, upload it and post download link here?

AMD driver installers known for being buggy so I recommend you do it this way:
1 - Remove exist drivers first.
2 - Install latest one from AMD website again:

And yeah if this not work you can remove old driver via Device Manager and then it's will be removed for sure.
Hexerin Jul 3, 2014 @ 9:48am
it's just plain out refusing to accept the driver installation.

this is seriously lame, after intensive research, apparently win8 is designed to deny driver updates without explicit permission. gg microsoft, once again screwing over your powerusers because casuals keep ♥♥♥♥♥♥♥ themselves over.

whatever, it doesn't matter anymore, i found my old drivers while researching. outdated by an entire generation, but at least the game runs again.

You still able to install drivers via Device Manager for sure. It's always works.

E.g here is how-to about intel drivers:

You can do the same for AMD one.

it doesn't recognize the driver even if i force install/update via the device manager, except for this outdated 13.152 version driver i've got now from dell's site.

You might try to remove already installed drivers via Device Manager till you get "Standard Vga Graphics Adapter", e.g:
http://digital.ni.com/public.nsf/$CXIV/ATTACH-AEEE-8KKJGT/$FILE/Right%20Click%20Update%20Driver.png
Once it's done drivers from AMD website would work.

Though you might need to restart PC after every driver removal.

And yeah one more idea. Possible driver get installed, by old one still set as default. You can try to choose newer drivers using this how-to I using for issues with AMD legacy drivers on Windows 8/8.1:

It's just other way I know that work fine usually. :)

Here is my solution:
1. Download and Install most recent version of AMD drivers.
2. Locate "atioglxx.dll" driver file on your disk. (You could use a tool like Everything https://www.voidtools.com/ , cause windows search is crap)
That file should be located in C:\Windows\SysWOW64 and C:\Windows\System32
3. If the file is missing from those locations please copy it from your download drivers. Mine were located in:
C:\AMD\Radeon-Crimson-15.11-Win10-64Bit\Packages\Drivers\Display\WT6A_INF\B296598\
4. Restart Steam - all sorted.
