The build bar isn't showing.

When I save the game and return to it; the
build bar is gone. Even when I select units
or buildings, still it doesn't show.

I've launched PA with all mods disabled via the
--nomods command line option; the issue remains.

I no longer have the game installed. When I brought this issue up it was
some time ago. Has anything changed since then, that when I reload my game
the issue would be fixed?

Because; I restarted/reloaded my game multiple times back then without the
problem being solved through that way.
