One advice: try different server regions, might be connection will be more stable and loading will be done faster.
No, release version will be DRM free and will include offline play and LAN support.
The servers are going to be busy for a while now. But it will be better optimized in future updates.
One question, can you try to open log directory:
C:\Users\ YOUR_WINDOWS_USERNAME \AppData\Local\Uber Entertainment\Planetary Annihilation\log\
And then find log of active game and then check it's contents while you waiting to join game.
Probably it's just planet generation took long on your machine.
Loading times being horrible at the mo is a common issue since beta, and A.I. failing to fill up slots is related.

Probably it's because I'm on Linux, but at least I 100% sure this is not server problem.
You are not using the same client server as me anyway im on windows... I expect linux doesnt have that much load.
And if you have once experienced long load times, then its got nothing at all to do with which brand of CPU we use, rather then down to SERVER....
