Report a translation problem
Go to the right hand side of the screen, there should be a bar.
Select the icon that is labeled as "Patrol"
Left click and HOLD anywhere on the planet's surface
Drag until the green highlight covers the entire planet (You'll know if it goes around the side)
Let go of left click.
Some planets, like magma and metal, are finnicky with the dragging. Make sure you're dragging where there's land; lava lakes and metal trenches will mess with the area command.
Him shooting down scouts doesn't cause the aggro, though. It may speed it up, but the moment he knows you're there, his brain has plotted all the meticulous steps to wipe you off planet.
The three simple rules are: Always expand, always attack, and always scout.
