I highly recommend investing in a way better video card if you want to play P.A. Something with at least 2GB of Virtual RAM. P.A is very demanding in hardware due to massive scale battles and multiple planets.
I am aware of limitations that iGPU can have, but trust me this one can run GTA V on medium settings, I play Elite Dangerous on high settings with some AA, I play Elder Scrolls Online on high settings, and I won't go further down that list but you get the point.
While I built my rig like 20 days ago, I installed many games from my steam library, all of them run except for PA. What disturbs me is that this game nominally supports integrated GPUs, you can read it yourself on the store page for this game, where it clearly states that Integrated GPUs are supported if you have more than 6GB of RAM, which I do.
And, trust me I am investing in a 200$ graphic card very soon, but I don't see how relevant that is to my particular problem in this very moment.

It is for the Titans version of the game, but works for this one as well. The problem seems to be with Intel's drivers and the HDR shaders.
Download the "post.json.zip" file attached by user DeathByDenim in post #26. Unzip and place that file in the "Planetary Annihilation\media\shaders" folder. The game should be able to start now. Remember to turn off HDR in settings.
