You can also try using sub-sample options that will help improve performance by lowering the game resolution but not the UI resolution.
There is a a mod that may help you for the UI, 4K GUI Scale found in the community mods menu.
Pretty hard to believe if this is true!
Like i said you can use the sub sampling settings for the resolution, to help performance.

Use the 4K GUI Scale mod to correct. You can change the resolution using resolution scaling, but that's only for the rendering of the 3D elements.
