how do i rotate buildings?

Is your mousewheel working?
I am able to rotate mine using mousewheel easily.

Yeah, it's supposed to be the mousewheel. It's possible there may be some mice the game doesn't recognize for some reason? Dunno.

In case if you are asking about rotating objects in the editor, it is more tricky: you have to hold the ctrl button, then PRESS the mouse wheel and than scroll it to rotate.

I am playing on my laptop with no mousewheel, does that just mean I can't rotate buildings in this version?

I also play on my laptop but I have a mouse, before i had a mouse I did not know how so im guessing you have to have a mouse for this version
