It was one of those "this is neat, but its really not affecting my gameplay save to add a level of micro over the catapults that isn't really needed" aspects. I'm not surprised to read that they've dropped the ammo requirement.
Now they could have added an ammunition building type - that converts stone to ammo and then ammo carts to carry it to the battlefield along with the catapult so that you have to re-stock them directly or the ammo cart gave auto-restocking to an area until it ran out of stock itself (kind of similar to how ammunition was distributed in Warrior Kings games).
And I think I remember catapults actually consuming stone from your stockpile in one of the SH games.
