It's the people that make up the team that does the development, so the question here is... is the team still intact?
Most of the leadership is the same although there are new members on the team this time around.

You'd be better off saying that they learned lessons from the failure of Stronghold 3 and are trying to make it right. But to claim that it wasn't their fault when they wrote the code? Mind is officially boggled.
