Steam version is censored??
In GoG.com version of Portal we have an editor, multiplayer option and extra levels, but we dont have it in Steam. How to get it for Steam??

No, its not censored. The "Classic and Uncut" name was given to the Europe release. In the US, the game was titled "Postal Plus". These versions of the game include the "Special Delivery" expansion, so you're not missing the extra levels. Steam uses the "Postal Plus" version of the game. I'm not sure about the editor and multiplayer though. This must be a GOG exclusive. I don't think they were included in the original release of "Postal Plus" either.

You can tell that Steam uses the "Postal Plus" version of the game, by looking at Postal Dudes trenchcoat. In the original version of the game, his trenchcoat was khaki. In "Postal Plus", his trenchcoat is pine green.

If Steam uses the Postal Plus version with expansion included, how can I access the mall level (https://www.dropbox.com/s/qa4qdao4bhvz8wf/postal-mall.png)? Can I access it passing levels?

As long as the Mall level is included with the Special Delivery expansion, it must be accessable. The expansion levels are played after you go threw the original levels. What you can do is, search YouTube for Postal Plus walkthroughs, and see if the level you are mentioning is included in the walkthrough.

The Special Delivery levels aren't separate anymore; when you finish the last level from the original game, it continues on to Special Delivery as the next level (including the shopping mall level). You get the endgame when you finish those levels.

There isn't any editor or multiplayer in the Steam version; updating them wasn't a priority (levels built with the existing editor tools will work though). If there's enough demand, we'll update it and wire in Steam Workshop support, though.

Multiplayer was janky as ♥♥♥♥. Probably not working on that myself, ever. Sorry.
