Mouse slowdown over interactive objects

The game runs perfectly for me EXCEPT when I run the mouse over any interactive object. When that happens my mouse movement slows down considerably. It's not lagging like the video card is struggling, it just slows down.

I'm playing on a desktop and here the relevant specs:
i7-4770 3.4 GHz
8 GB DDR3 RAM
Nvidia GeForce GTX 780 (3 GB)
Windows 7 Pro SP1

Nevermind. I found the problem.

For anyone else having the same issue, go into OPTIONS and then CONTROLS and deselect "sticky targeting."
