Disable the "Steam streaming microphone service" and your mic ought to be the default that's no selected for Steam Voice Chat and also ought to work in-game chat, too, as it is the "default" mic and - opening sound settings from right click the icon on taskbar will confirm - it's the mic that's working.
That's my fix until Steam sort it out.

Some one owes me a damn cookie - ain't even a fix on TW forums about this.
I had this issue for a while and only recently fixed it. All of my sound settings in KF2 were max, but the voice chat volume was basically silent. Turns out the voice chat is just unnaturally quiet, and so to fix it I had to set KF2's volume up from 9 to around 35-50 in the sound mixer, then turn down all of my music and other sound effects (to prevent my ears from hurting)) with the VOIP sound set to 100%. Fixed the issue for me.
