You just don't have enough damage.
ALL zeds regen in this weekly by PERCENTAGE.
So more hp = more regen.

The problem seems to be only the demo is doing noticeable chunks of health - the rest of you are easily out-healed as the group isn't giving enough sustained fire at the same time.
Those are good enough to get you through hard mode.
The only perks that need the big guns for Scrake and FPs are Support's Double Barrel, Gunslinger Magnum, and Sharpshooter's guns.
I did not include Demo because he needs a 1500 dosh RPG.
For SCs in particular, make sure to start with a Demo/Swat stun or Sharp freeze. At a pinch, Zerk EMP can help too.
If everyone is then hitting accurately at the same time, the DPS should far exceed the 10%/s regen rate.
Good wave 2-3 weapons for solo big zed kills in 6p games are boomstick for support or Freeze+SPX centerfire for sharpshooter.
With the regen in the weekly, other weapons will likely need teamwork to get enough damage done at once instead of slowly chipping away while kiting.
The other way to think of it is, your standard takedown time gets exponentially longer the nearer to 10s it is. At 10 seconds for a non-weekly takedown, the same DPS will never kill the weekly zed (though some variance due to health changes in the weekly).

According to the KF2 stats spreadsheet, scrakes and FPs have reduced body health, so headshots likely aren't as vital as regular games.
