EMP grenade shouldn't even do any damage at all realistically speaking.
Electric Magnetic Pulse. Strictly speaking, EMP grenade should only affect Husks as they have these fireball launcher mechanics, that seems to be attatched to their neuro system. Far stretch wise, could consider scrake and fleshpound.

Technically speaking an EMP, that was powerful enough to see with the naked eye, could potentially disrupt neurons. This would cause headaches and I'm pretty sure make it harder to act consiously until they stabilized.
