Content updates, on the other hand, are released at a different pace because they don't usually introduce bugs as they are not directly associated with the code. Adding a new character and map is completely different from adding a new perk or balancing an existing one.

BUT, it's an EA, so I'm not gonna touch this until next year.
These items tend to be the longest in development as they have the most that goes into them.
New: 4 new weapons (with animations) and skill trees per perk. See NomCom's post (http://forums.tripwireinteractive.com/showthread.php?t=109184) more more information on those times. Of the 6 (as of the time of this post) perks still in production they are anywhere between concept on paper to much closer to being finished.
Balance: Just tweak a number and push out a patch! We wish it was that easy (and with luck, near the end of the early access stage of development we will be in a situation where that is all that it will take for balance updates). But where we are now it generally requires system rethinking and retooling. And that is after we decide what course to take on that (which can take some time in and of itself). We do not like to make knee jerk balance changes, because most of the time they aren't the right choice to make). As such we take time to gather feedback both externally and internally and begin discussions on how we will tackle that feedback. And that can take a few weeks (of sometimes heated discussion). Once that has been set on the path, work begins on those balance changes, which once again at this stage are more likely to be system rewrite than number tweaks.
