Tried doing this many times no difference. I can put any accessories on different characters in any order I want, but for Mr. Foster it doesn't matter if I start from the top of the head. One accessory will override other one.
Sometimes I drop one of them to put his backpack on.
Mr. Foster has as much customization as everyone else I think. If you really lack options you can blow a load on Digital Deluxe for bowler hat and Skullyphones.
I have quite a few accessories to use, but the problem is that I can't use them all at once on Mr. Foster

But when I try to put anything of those 3 on Mr. Foster I can only use one, since Hat overrides glasses, glasses override hat, backpack overrides hat etc.
There are console commands to equip them together, if you wish.

Agree. But at least the other characters than Mr. Foster can combine few elements of cosmetics. All the cosmetics I have been compatible with 99% of characters and can use 3 slots of accessories at all times. And in Mr. Foster case I can only use 1 at the time since everything else conflicts with one another
