Gritty and dark is cool , but it doesn't sell. remember these are companies trying to make money at the end of the day.
Also, to answer "why not introduce" question, one of the sources of revenue for the developers is selling skins. Now imagine that they bought the skins for everyone to see them and you just flip a switch and don't see anything. This will decrease the incentive for fashion monkeys to buy them in the first place.
But, sadly, kids love this stuff, and they like money.
Easiest way is a private server with friends. You can mod it to be default skins only.
If someone gets upset that they bought a skin and can't show everyone., they'll get over it.
Not to mention, there are some gear packs that are very basic/military, non-flamboyant designs, and available in muted colors like black/dark blue, etc. It's not like our opponents are gritty military humans, either. If you were a career Zed killer, you'd probably start dressing in weirdo protective gear and wield strange-looking weapons, just to keep things interesting in a mad, mad world.
But hey, I'd be fine with a client-side toggle to kill skins for those who want it.
As someone else mentioned, however, the game's primary revenue stream at this stage is DLC gear/weapons/skins, so even adding a "Use Default Skins Only" option might upset investors on the TWI board.
Only half-kidding. Some games literally produce millions per month in skin purchases. You could see a TWI investor balk, "Give users a game option to turn off all the skins - are you nuts? The game is barely paying for itself as it is, do you think our Saber Interactive contract team works for free? No way are we giving people that option. I don't care if it only affects what they see, they might cave-in at some point and want to buy a skin, and they need to see them for that to happen."
