Rioter does not spawn in hard difficulty?

So recently I just play a few match in hard difficulty servers, since I reset a few of my perk back to zero just for funsies, and I notice Rioter doesn't appear at all. It's weird since rioter was actually quite a weak looking zed with just armors slapped on it

My guess it's because it might be too difficult for new players that just jump start from normal difficulty to hard right? Since it will be a huge difficulty spike for new player get to know Rioter as a speed buffing zed, and all zed's speed are scaled slowly from normal>hard>suicide/HoE, it won't be fair for new players to force and take on an even more faster zed imediately.

But then few waves later, EDAR happens, what? They did think about not adding Rioters in hard for being too bullet spongeish, but they add an even more spongier enemy, that shoot lazers and rockets from miles away?

Don't get the wrong idea, It's not really a problem since EDAR is "fun" to take on, but it felt really weird why Rioter was left out in hard difficulty when EDAR was alright consider EDAR was litterally even more of a threat than Rioter

Really? I've been playing like 5 rounds of hard difficulty earlier, and I NEVER seen em, not even a dead body of Rioter

Rioter is a hoe/suicidal enemy only, he is mainly in it since he can buff nearby zeds, eddars use the spawn type of husks and stalkers meaning they spawn as long as husks and stalkers do

He does spawn in hard endless however since the difficulty changes on higher waves, maybe thats where you saw them

they do spawn just less
after hard they spawn normally, even during the first waves of suicidal and HoE
you get a better chance if you play endless or a 10 wave match, 7 minimum
