KF2 Won't Download - "MISSING FILES"

Hi, I'm curious if anyone else is having this issue. For whatever reason KF2 is the only game in my steam library that isn't downloading properly. I've downloaded it 3 times now and everytime it says it's finished it goes to the bottom of the download queue and says "MISSING FILES." Everytime I try to play it despite it stating it downloaded the full 29 gigs it restarts the download ENTIRELY despite all the files being on my computer. I have the folder on my drive with all the data and when I try to launch it from the folder it opens it through steam and starts the download again. I've tried doing the basic step of verifying the files and that didn't work. Anyone know why this is happening?

I have encountered a similar problem in another steam game which only occurs in 1 of my 3 computers.
I fixed it by disabling both the firewall and antivirus while it was updating and unpacking the files and reenable them after it was finished.

As a side note some firewalls such as comodo firewall might have extra protection features like HIPS and virus scanning integrated.
Those would also need to be temporary disabled.
