The worst is Survivalist, he is not as profitable in higher difficulties as other classes.
Before the survi hate starts again: Survivalist can be a pretty good and fun class if played team oriented. Not the big killer but a slow-down specialist and best friend of sharpshooter and even gunslinger if freezer is used as mainweapon.
Worst goes to Survivalist, he can work but anything he can do, you can accomplish much more efficiently with a dedicated perk.
Firebug is just a beast overall, with flamethrowers, the MWG, and good hitscan / ballistic type weaponary that use what napalm fire bullets? Works on destroying stalkers, crawlers, and EDARs, the main bane of big zed hunters and any perk in general. Fire panic helps save people's asses in more situations if you learn how to master it and not go all willy nilly.
meanwhile survivalist can do combos with any weapon (but the main use of it is the best for LMS since you get both heal nades, speed, armor, and resistances with passive and selected perk skills. Plus you can pickup any weapon and use it a little better than any other perk like a firebug weapon on zerker). Still could use a new rework but fine with certain loadouts for everything below HoE
Though i agree you need rather good skill to use both effectively and know your limits, both do exceptionally well in the hands of an above average player who takes the time to learn how to use them to the max (specially the DBS stomping and freezethrower stunning with survivalist).

get ready for a wall of text for this one.
needs a rework on perk skills. the most expensive and worst perk to have on a team if you need to choose a trash cleaner. Honestly a psuedo commando. Unlike sharp and GS that are extreme polar opposites, swat and commando are on par but commando always does what swat does better and more bonuses like reloads, uncloaking invisible zeds, and the almighty extending zed time. Same speed and same role, but again commando outperforms swat.
Hell, theres a huge tommy gun being ♥♥♥♥ on swat but excelling on commando debate going on atm, a good indication as to how crossperk weapons work wayyyy better on commando than swat, and if i were to pick, i'd say swat weapons would work better on commando than commando weapons would on swat.
The perk skills are so random and make little to no sense since they don't have a main theme (ex: sharp has L damage, R stun and spam, while firebug has L damage and on hit while R is mostly for flamethrowers). Swat has what armor and more damage on pistols and a battering ram zed skill while the R is, hell idk what the ♥♥♥♥ the R side is supposed to be the theme.
Theres only 2 things going for it imo: armor and flashbangs. Armor you need skills to spawn with it which is b.s. and also to take only armor damage. Once both are gone you're basically already worse than commando.
The crossperk weapons also don't do it justice. Again the whole tommy gun debate ,but the med smg and the mac-10. They just don't work well with it and have too low damage (it doesn't matter how much you fire if you need more bullets to kill the zeds with, you'll run dry faster unless you run unlimited ammo during zed time).
I honestly truely expected swat to be basically a KF1 medic minus the healing, but after trying it out it's more like a KF1 commando with medic weapons instead of AR's. It sucks because i had high hopes for it when i first started playing KF2.
you can fight me all you want, but i rarely to never see a swat, GS, or survivalist in a long serious HoE match unless it's for the challenge. Also saying it's fine is also bad. It's not fine it needs a major focus on the perk skills and passive stats. To emphasize my point so far i haven't seen many people pick swat as their fav perk. I'll be expected to see people pick a commando or survivalist, hell GS even before i see someone legit say swat is their fav/best perk.
It is one of the most dreaded perks i hate to lvl up once i prestige. You mostly do better in early waves against clots and in later waves get gimped since you need more bullets to down bigger enemies. Clots are good but i think swat would be better if you had some other objective other than clots (like hell idk gorefasts/fiends?).
I'd actually pick GS to be on par with swat if it wasn't for the fact that GS can outrun or ktie most big zeds with skullcracker and his only major weakness is hanz or a red low health patty. That and small corridors, in which that case sharp excels at since you're practically stationary most of the time. Not that it doesn't have its faults, but GS compared to swat is like comparing a battle medic to a sharpshooter in terms of viability.
Swat imo needs a rework much much MUCH more than survivalist does. Mostly because survivalist gets more weapons added as the game gets updates, while swat is still left with smgs and rarely gets new weapons (hell it just got a tommy gun and as a crossperked recently not its own weapons). This means that survivalist you can pick and choose combos and use new tactics, while swat is still spray and pray, stun flashbang, tank if you need to save an ally's life, and rinse and repeat.
I hate swat so much so that if someone joins as one on the 2nd or the last wave, or hell even the wave of the boss, i'll chew them out and ask to change because i know for a fact that you'll waste your dosh (and ally's dosh unless endless mode) buying just 1, ONE T4 weapon and not have any more left for armor or ammo or both (depends). I can also see them dying first or if they somehow survive as LMS: 7/10 times, bumped up to 9/10 times if we don't have a medic. Simply because meds heal and boost, while swats have damage absorbing sponge like armor, so no heals and non stat boosts until it's too late. IF anything, i ask them to switch to a commando, a better version of swat that can help with uncloaking enemies, and if anything at least be more useful on QPs and KFP with nades and med AR heals or surpressing fire, as well as uncloaking patty and extending zed times. Last resort i tell them if you wanna still use swat weapons go survivalist.

Firebug, Demo, Berserker. Like others said, you can't just say a perk is bad but those 3 perks are the worst in the hands of average players.
They ruin every form of setup for SS/Support/GS and enrage, panic, stumble/flinch big ZEDs left and right only to pack their bag once it starts running towards them.

Gunslinger, strong perk from level 5.
Best (Online) Medic due to his tankiness and able to keep his teamalive which is always appreciated on higher difficulties or in general.
Best (Solo) Probably Gunslinger if played right, due to it's high dps but has a high skill ceiling to master him.
Most enjoyable Perks and friendliest being Commando and Swat due to their similarities to most other FPS Games, using Assaultrifles and SMGs, they don't require a high skill ceiling but are fun to play.
Worst is Surv, i just can't seem to enjoy him, he is boring to me and other perks seems to do their job better as he can.
though i wouldn't use it on an HoE match, i like using it suicidal and below (also get outta here firebug is a beast perk to use. Rarely die as a firebug unless someone enrages more than 3 big zeds, at least 2 of them being fleshpounds).
Which of the 10 perks will be more likely to survive 4 fleshpounds spawn enraged with 3 quarterpounders along with a horde of trash, and live long enough to win the round without any assistance from the medic.
