-Try using the server browser. Do you have the same results when using the ping filter?

No, it shows normal ping in server browser.

"Even when I create new game"

You're not creating a new game, you're joining a SERVER somewhere in a different country (probably). Use the Server Browser (NOT match making) and set your FILTER to <100 ping.

If you do this and still have issues, it IS your end. your Provider is throttling you, you have firewall issues, you are using WFI and have way too many dropped packets, Water in the Terminal at the end of your street...

Most likely Router/firewall not enjoying the ports Steam is using to communicate, though.

NVM i fixed it, changing download region on Steam was the solution.

Btw. Sometimes i have played 300 and + pings maps and all was fine. Sometimes playing a 20-30 ping map and all is lag and stutter.
Ping as a stand alone means nothing. Try if all is ok but don´t let you bluff to abort a map because of high ping. Test it and if there is no chance you can easy leave..

Ping is latency, lag like you are describing is packet loss, which is a whole seperate kettle of fish.

Yes, and a high latency gives a player usually a lag session by frame.

I've noticed more and more servers in this game are giving me lag issues. You can search google for a connection monitoring site that measures packet loss and "jitter". Sometimes it's a server/game issue, sometimes it's a connection issue. Lately, I've noticed it's a server/game issue. Really puts me off playing more often because finding a decent server can be so difficult now.

No, it doesn't. Latency issues and packet loss issues do NOT cause frame loss or stutter.
If those are occuring, it's either your rig not being able to handle the new spawn system, or the server you are connected to not being able to handle the load of running killing floor. Latency and packet loss will not cause actual framerate issues.
Rubberbanding, porting, and control delay, yes, but those have NOTHING to do with frame loss.
Please, get educated before opening your mouth.

Lag doesn't gives you frame drops, but the packet loss(the action as shooting/swinging/bombing/burning/doging/parrying response you do in the game).

If shutter means the sudden movement or not responding, yep that's lag/ connection lost(if that keeps forever till back to main menu).

Frame drops mostly are quite irrelavent with net but the computer itself can't handle the huge data procressing as creating smoke/debris/meaty chunks at once(or takes more time to producing such effects).

And latency just response time between client(actions you do) and server(sends to the character you play with the action you input), mostly are like client(input your action)--->server(receive and preform)--->clent(display things you did as actual response gameplaying) as i know so far.

also Lag cause your ammo lost(spend your ammo but bullet/pallets goes to the void).
