You may have some difficulty if it's running on a widows OS.
For some reason KF2 and the steam workshop don't always work immediately and I have had isntances where I have had to wait up to 2 weeks for workshop items to download.
You can check if the items are downloading by going to the cache folder.
The folder names will be the same as the steam ID URL.
If they aren't there you want to check the server logs, "item state is 4" means successful download and up to date, "item state is 8" means it f*cked up downloading and now won't download until it feels like it.
What I have noticed is that when people play on the server eventually something triggers and KF2 suddenly uses the steam API but in my experience this is totally random.
I however locally I can fix this simply logging into my steam client.

Again this is no issue on my Linux server it's just a Windows problem.
I have a server hosted on nitrous networks which is on windows and I have painstakingly gone through their support and when I was put through to someone capable he was unable to resolve the issue and recommended manual uploads instead of using the workshop.

There was another good one that I think a guy called ZOD replayed too I can't find right now but he has a good explination.
Complaints will probably be ignored as usual.
So, the only other remedies are for players to subscribe to the WorkShop maps, or download and install the maps from other websites first.
Also, make sure the map name is spelled correctly. The game will switch to the default map if there is a mistake.
If you use a dedicated hosting service, you'll need to contact support, that they exchange the steam files.
Annyoing, but no big deal.
