We allow them in the general pool of items because chances are more than high that players who do not own the weapon may end up in a game with access to it through the shared content system. In these cases, yes you can use that skin without buying something additional.

The vosh skin should have been included in the bundle for those that purchased the weapon.

I wish trading for Vosh a thing. The other side of the argument though that it is free and never be valued for any sort of money since it is *untradable.
