This wouldn't apply to survivalist I assume.
Imo it's the weakest option in swat's arsenal save for the mp7 because it doesn't have the same sustained crowd control that swat is for. If you want to prioritise husks, sirens, gorefasts and bloats more, commando is better.
I'd pick the UMP if you already have a mp5 and the p90 if you don't
I only take the MP5 in solo play. In team play I take the HM201 and the HM101.
the kriss and ump are now the new meta for swat once you get enough to buy the p90
the only advantage the p90 has against the ump is the triple and single fire shot gun settings
the p90 in single shot is more controllable than triple shot and can instantly go back to rapid fire to ward off zeds when needed
the ump cannot so you either tap fire or risk rapid fire.
on R i got enough ammo to single shot enemies with the kriss and pistols
