Zeds are failed experimental clones created by Horzine Biotech. No they cant turn more people into zeds, only the Patriarch (and Hans Volter ?) can create more Zeds.
In the full game that came in 2009 all the zeds are clones and they meerly kill everyone.
I have no proof on this matter but i belive this was done because making each zed 'unique' within a hoard would have cost too much resources on an engine and the rather small dev team, so in a sense it was corner cutting.
Anyway all the Zeds in KF1 and 2 are from Horzine cloning facilities, Kevin Clamley, (the patriarch and CEO of Horzine) kinda set of a chain of events whiched killed all the horzine staff while leaving the cloning chambers on thus and endless factory line of zeds are being spewed out all over the UK, and as KF2 would have it across the world. Hence their seemingly infinate number.
There is a Lore to KF, but most of it is left overs from the mod that is not really used, For example LT Masterson was / is actually a Horzine Clone.
Current one is an original and the player from UT2004 kf mod is Corporal Lewis
The Boss you kill at the end is Masterson, not the player. Mastersons 09 Charecter Bio cryptically alludes to his mod incarnation, little more than a shoutout than an actual plot point thesedays. If you wanna read into it more than that i suppose you can argue that there are multiple Masterson clones.
Boss at the end is Lt. DAVID Masterson, masterson we currently have is named BILL Masterson

KF mod to KF2 it would seem it is a different Masterson, if you assume his name is real.
But KF1 did not have that distinction, he's just LT Masterson, with this in his Bio.
"It's unclear how this man rose through the ranks so quickly; his prior military service seems virtually non-existant".
Hence the allusion to him being a hozine clone, probably not the same one mind you (as he is 'killed' at the end of the mod), but a clone none the less. Masterson was suppose to be the perfected Clone and thus it makes sense that Hozine would make more of him. But as I said, the mod story is largely disconnected so weitherr or not anyone wants to take it as cannon now is up to them, could just be a hommage to the original mod and current Masterson is indeed just a normal guy, doesnt really matter eitehr way.
i remeber sombody voice chating during on of the game i had said "who is the or who are the nameless black smiths forging all these blades and cleavers and stuff just so these get to be attach on some brainless clones who cant even use it properly.
We're not here to clean up the mess, it's a lie. The mess is already way out of control in Europe, horzine won. They're just having fun now, doing some live action field-testing and gathering more data. Probably to make zeds evolve even further and conquer the whole world next.
and biggest proof is Strasser, he was frozen by Hans Volter, but Hans isn't responsible for the outbreak and is not member of Horzine, he is resposible for enchancing zeds, like Elite variations
He kept some elite soldier, cloned him and used him to make some further testing on zeds to gather data and make them stronger.
The original survivors might still me alive and fighting somewhere.
