Diplomacy skill?

So, I just made an archer and went off doing stuff. I noticed on his diplomacy ability something that, due to experiences I've had with outer privince buildings for example, in that for levels 4 and 5 of diplomacy it says the exact same statistic bonus. The worry is that it will behave like the lesser income buildings, in that when you upgrade a mill to a brewery and so forth you get ONLY what it says it provides, and in fact then refuses to stack with the lesser values.

The ultimate question; is level 5 diplomacy worth getting, or does it really just give the same 30% greater rewards and -10% price reduction that level 4 does?

also i can't prove it but my hero with lvl 5 diplomacy, when i go to war with the enemy AI, sometimes his provinces just desert. I dk if it's diplomacy related or what, but i highly suspect that has something to do with it - literally, 11 enemy forces flee before him (if they are border guards - not the hero's personal army).

This is to do with your hero power not diplomacy skill. When your hero is absolutely overpower the guard, they will leave.
