How do I recruit the new units?
I just got the Allied Forces DLC, and I know it's working correctly because the new units are usable in a hotseat battle.

How do I recruit these units in the campaign? I have an in-progress shard where I've already allied with halflings and built all their buildings, but can still only recruit the standard halfling. Do I, perhaps, have to wait until the next shard?

I have not purchased DLC yet but I am fairly sure, your unit will get a level up eventually to turn into the new units. so keep one of those halfings alive. The DLC once got into the beta-mode of the game, before it got taken out units were summonable through scrolls and I believe leveling. I will get back to you when I get the DLC.

I also don't really know hot to recruit these new units... In my campaign I'm allied with the orcs and I don't see any new units.

Most new units are "hiding" behind spells, which you can find randomly (crystal gargoyele, clay golem..) for some other new units you need to find their "eggs" .. some cannot be recruited and you will see them only as enemies (at least it was like that for me). But it's fun anyway

Edit> the 4 new units should be available after you make respective nation your ally (elves, orcs..)

+1 for this. Getting allies is where you will notice it the most

You ally with the particular race (let's say lizards). Then at a certain level (it's 8 for lizards, I believe 8 for all of them) you have the option to upgrade your lizard into either a priest or a turtleback, similarly to how militiaman can upgrade to spearman at level 3.

Also Merceneries guild wors (you can bribe the guard, or gift 70 crystals, or just beat them... when you beat them, you will be able to hire much less unique units :D )
For example I could buy Centaur Chief there:
