It's basically 95% the same as it was if you wanted to map or mod Quake 2. Though it is important to note that recent Tutorials and info taking into account the Remaster is still in the process of being Tutorialized by the community, so there's some great info to get you started, but not all of the extra features are documented outside of what was provided by id Software.

Find the Source Code and other files here:

https://github.com/id-Software/quake2-rerelease-dll

You can find some Tutorials and info Collated here in this Discord Community:

There is one YouTube series concerning the Remaster being posted on a YouTube Channel called Palmlix:

In terms of level editors or Software Development Kits (SDK), there isn't an all in one repository (map tool, mod viewer etc) like there is for say Half-Life II. Originally for Quake there was probably 10+ editors and some people used just notepad. Don't be surprised if some Quake/Quake II programs, e.g. Wad2Wall (texture creator/importer) are pre Windows 98 and haven't been updated in 25 years.

Back in the day (1996-1999), Worldcraft was the 'default' editor used by most people. Many editors were later updated to be used for Quake II editing. Later Worldcraft was taken over by Valve and Worldcraft became what is the Hammer level editor in the Half-Life II SDK. JACK is also around and is pretty much identical.

I originally started modding back in 1997 with Worldcraft but have used Hammer and JACK over the years. About a year ago, I got back into editing after discovering Trenchbroom, which I think is the best editor and managed to get it working for Quake and Quake II. Whilst I have dabbled in editing every few years with various games, including Half-Life II, Left 4 Dead, it's only now that I have really got seriously back into editing and reading websites/forums like I did 20+ years ago (e.g I am commenting here). I have even played a few games of multiplayer, something I haven't done in years.

In terms of resources, things have changed. Back then it was mostly websites such as PlanetQuake, Slipgate Central and many others (sadly most have probably been offline in over a decade and a half). Discord is also a good resource and is something I have only recently started using but was also used back then.

I have noticed, Quake has managed to maintain a decent sized mod scene, the same can't be said for Quake II, then mapping for Quake always seemed to be more popular.

There are some brilliant youtube Trenchbroom tutorials and a few Quake Facebook groups but back in the day there was no youtube/social media. I just hope with the remasters that it has some sort of revival and brings more people like myself back.
