You don't need Steam at all. Just copy the baseq2 and xatrix and rogue folders to the xp folder and you can run them from a portable USB installation.
Do you have the .net framework dependency?
You might have to make custom shortcuts the old fashioned way. Copy the baseq2, rogue and xatrix folders over to a folder on the desktop or games folder or wherever, drop the xp mod data into the folder, and launch the main game with the quake2xp .exe or the expansions by making a shortcut to quake2xp.exe and adding +set net_compatibility 1 +set game xatrix or +set net_compatibility 1 +set game rogue after the file path the the shortcut "target" field.
You could also try specifying a resolution to start in if you feel windowless mode or incompatible resolution or DPI scaling issues are causing problems, either in the launch shortcut or the config file.
