Running Quake II without steam (win98se)

Hello.
So Q2 runs fine on my modern windows 10 system.
But i wanted to run it on my retro gaming machine, which runs windows 98se. Steam doesnt run on windows 98, so i tried to copy the game files and run the executable. But it didnt work. I am getting an application load error (00000065552).
Any suggestions?
