Where is Ella?

I have seen two endings and have never seen the Ella.
What did I miss?

You will find Ella during Nik01's sub-quest "Hidden data file".
To activate this quest, you must first recruit Apis.

I have already finished all the quest lines for Apis
However, Nik01 no longer asks me to do any quests.

Have you cleared Eloney's sub-quests?
If you already have, try completing some of Mei or Stein's sub-quests.
Doing so will surely unlock Nik01's sub-quest.

Definitely completed all the subquests except Nikol and got the achievements.
Thinking back, there was a time when the final stage of Eloney's subquest was treated as completed even though he died during the countdown.
Since the Eloney subquest was completed successfully, I assumed that it was an okay event to lose, but perhaps this bug stuck the Nikol subquest.
I'm done with this as I don't feel like playing the game again just for this.
