But it is just still a work in progress. I played the original ITR a lot and it had all kinds of adjustments for the difficulty level. Enemy damage, enemy spawn rate, player damage, ect. So I have no doubt this game will implement that as well eventually.
=> So far each game (tyde + night or just night) increase the number of ennemy and the tier of ennemy (i have tier 3 enemmies as i am security level 1). At least i manage to survive and the game keep give me healing item so i stand up but still.
=> Loot keep spawn but become less and less attractive :
(*) Initially i was founding half shotgun and it get replace with makarov or nothing except ammo.
(*) Some items didn't spawn much or every two tyde (as cube).
My expectation is that respawn is related to missions, they probably spawn mission specific enemy in some area depending on mission, so if you clear an area on the way to mission objective and once you get the objective done, they may respawn some mimics/spawns to make the return home more challenging (I guess they do that for TOP missions not standard ones). Once you return home, complete mission and go back to same area before the tide, now the "normal" enemy are present, maybe if you did not clear the area then mission enemy + normal enemy are now present which may explain larger number of enemy than expected. (of course it's only my observation maybe Dev can shed a light on the mechanism).
