So look near body of water.
Get both the Loot Detector mod + Thief's Wit, fly to all the masses of water, there's any point in the minimap? Can be a wisp. There's nothing? Fly to the next.
3-4 wisp in day time, 5-6 in night time, x2 using a booster. Doing 2~mins runs (entering and leaving the plains) you can farm'em easily (yet you'll get tired soon enough).
This map shows the spawn locations, just fly to the water pools and check the minimap. You should be able to run across the whole map, get out and repeat every 2 mins (using Itzal).

As said above the best time is at night.
My Loop is usually.
Straight and a little right to the lake.
Jump across and turn left follow it around until it loops back.
Now go straight to the Horns ponds.
From there back to the lake and come down the side you haven't explored.
Back into the Cetus Gate.
You fully explore the 4 most common spawn areas in about a 3 minute loop with a Nova or Speed volt.
Loot Detector Mods will help a great deal until you've learnt the spawn locations. But it still helps when moving between the Lake and the Horns as it can detect a Cetus Wisp spawn over any of those other bodies of water you will travel over.

Itzal vacuum can pull them in if they start to fly off
1. Do get yourself some loot detector mods- either for your frame, Sentry, pet or ANY combination of those that work for you. They stack so combining is well advised.
2. Get the Archwing- any of them will do as it only is for letting you get around faster
Best place if you are a lower level is to check the pool a little to the left after leaving cetus and all around the gara toht lake, as the spawns of the wisps there are pretty common. You find none- get out and try again, as every time you leave they get rerolled.
