Once you're about level 20, it's a more relevant place. But for the most part, it's just an easy Jump-Off spot for most players, especially High Levels who are in Endgame activities, as it has many important NPC's there for relevant activities, or transportation to said event locations.
You'll need to go to Jueno to work on obtaining your chocobo Licence (which unless that's changed like everything else, I don't think you can do til lvl20). You'll also need to do a quest to get an airship pass (or else, pay a million gil) which you can then fly from Jueno to the 3 starter cities, or to Kazham. It's funny, When I used to play regularly, Jeuno wasn't as much of a important hangout spot as it is, or as it was. Kids used to kick it in Whitegate quite a bit when ToAU was all the rave.
If you can find someone to escort you there, that will be your best shot (It was actually how I first got there when I started playing). Otherwise, just play the game and level up, you will soon have no choice but to end up in Jueno naturally!
If you change your job to Thief, your HUD compass shows enemies as red dots on the central radar portion. As long as you keep all enemies at the VERY edge of the radar, you won't get aggro. (Also, learning what does and doesn't aggro helps.)
Or youcould just buy a bunch of invisible powders and silent oils and keep them up full time once you reach Pashow and Rolanberry. But I'd use the level one method, it's free and helps you learn aggro avvoidance skills, something that's handy (or at least it used to be) for endgame stuff.
Speaking of which, the first time I went to Jeuno was with a friend who was 20 and we had no high levels helping us, so it can be done, if you're very careful about the aggro range of the Quadavs and goblins, and the bees too lol. As I remember it, my friend died from a bee right outside Jeuno's gates. Luckily a kind soul raised him. =D
If you want to be able to ride chocobos on your first 20 tho, you will definitely need to get to Jeuno to get your license stillm as Bacon Gamer said, before that there's really no point in going there.
