Can you please send us a copy of your Player.log file so we can look into what might be causing the issue? Here are some instructions on how to do that:

Can you also please let us know if there are any particular simulations or scenarios that cause lower frame rates than others?

Unfortunately, there's not a good way to do this directly through Steam. If you're unable to email it to us, let me know and we can try to come up with an alternative.
One thing you can try is decreasing the All Maps Atlas Resolution. You can find this setting under
Home > Settings > Performance > All Maps Atlas Resolution
I would also make sure that you are running as few programs in the background as possible when you are running Universe Sandbox.
Could you also provide some more details on what your FPS numbers are in different scenarios? It would be helpful to know the average FPS you are getting in the following scenarios:
1. With the Default Solar System sim running
2. With the Default Solar System sim running and Earth's Properties panel open on the Overview tab
3. With the Default Solar System sim running and Earth's Properties panel open on the Composition tab

We are aware that opening the Properties panel will decrease performance and are doing what we can to help with that.
Did you try lowering the All Maps Atlas Resolution? If so, did that help at all?
You could also try updating your graphics drivers to the latest version, though from your Player.log file they looked to be fairly recent. You can download the latest version of the graphics drivers for your computer here

Once you have downloaded and installed them, you will need to restart your computer for them to take effect.
We do expect changes in FPS during game play depending on the situation and what's happening. If you can, could you turn on our FPS settings so that we can get a better idea of what the quantitative changes in FPS you're seeing are? You can do this under
Home > Settings > Debug > FPS Info
For example, on my laptop (which has 16 GM RAM, an NVIDIA RTX 3070, and a Ryzen 9 5900HS) I see
Default Solar System: ~65 FPS
Default Solar System with Properties Panel Overview tab open: ~58 FPS
Default Solar System with Properties Panel Composition tab open: ~38 FPS
Earth & 100 Colliding Moons: ~28 FPS (while objects are colliding)
Are those similar to the types of dips you're seeing, or are yours more dramatic?
