Is this Universe Sandbox 2?
I watched a couple of videos on the game and it did seem pretty different, for example, when an asteroid hits a planet it leaves an actual crater, in this game it doesn't? I was told Universe Sandbox 2 was on steam but it was just called Universe Sandbox so I'm pretty confused..

Sarah, it is just under the menu bar in the banner. Viewed from mobile when I clicked the above like :)

Is this the follow up on the Universe Sandbox Legacy? I have Legacy but not sure if this new one is a good purchase.

Yes, this is the follow-up to Legacy.

The new version does so many things that weren't possible in Legacy, better collisions, thermodynamics, and surface simulation (climate and water flow) and there's still lots more to come.

I made Legacy by myself (2008-2011) and its success on Steam allowed me to hire a team to develop the sequel, this version which we've been working on for 9 years now.
